Abstract

This research work provides an initial overview of the legal framework governing seasonal beach services. It first addresses the complex framework of jurisdictions in this area, followed by a study of beach use plans and authorizations for the operation of seasonal services. The core issue of this paper concerns the legal nature of the relationship established between local governments and the third parties entrusted with their operation. Finally, it examines the type of procurement procedure that city councils must follow to select service providers.
