The NextGenerationEU funds have provided a unique opportunity for local development in Spain. This study examines the role of local entities, particularly provincial councils, in the acquisition and management of these funds since the approval of the Recovery Plan. It delves into the multi-level governance structure, participation mechanisms, investment areas, and alignment with provincial competencies. To this end, the study also draws on the results of an original survey conducted among provincial councils. Their role as facilitators in securing resources for their respective territories appears evident. However, the opportunity to promote provincial councils as direct managers of supra-municipal projects has been missed. This underscores the need to learn from these experiences to design a future framework for European funds that empowers provincial councils to play a more central role in the coordination, design, and management of such funds.
