Abstract

The general competence clause is a fundamental technique in the determination of the competences of the Municipalities. Through a joint interpretation of the rules contained in articles 25-1º and 7-4º of the LBRL of 1985, it is possible to affirm its survival in this legal text after the reform operated in a restrictive sense by Law 27/2013, of 27 December, on the Rationalisation and Sustainability of Local Administration (LRSAL).
