Resume: The study focuses on the modifications that have taken place in the management regime of local public services over 40 years of validity: the progressive reduction of minimum services and reserved services, the introduction of the perspective of competition or the market, the priority between management modes. Among the regulations that have had the greatest impact on the management regime of local public services is the LCSL, not only in the case of indirect or contractual management, but special attention is devoted to the interpretative positions and doubts regarding the assimilation or not of the direct modes of management of local public services through personified entities, in particular EPEL and local trading companies, to own resources and their legal regime in Article 32 LCSP.
