Abstract
This article analyzes the legal framework of so-called social impact contracts, an innovative public-private collaboration model in the field of social services that is still emerging in our legal system. To this end, after defining their concept and essential characteristics, the article examines their place within Law 9/2017, of November 8, on Public Sector Contracts, paying special attention to both their contract type and their nature as pay-for-results contracts.
From this perspective, the article considers social impact contracts as a new legal instrument to promote innovative projects and mobilize private resources for social purposes, while also acknowledging their limitations and risks.
