This article analyzes the essential role of planning in risk prevention and emergency management, highlighting the need to integrate the risk dimension into public policies, especially at the local level. Municipal competencies in urban planning and civil protection are examined, emphasizing how these directly impact the reduction of population vulnerability and the response to emergency situations. The content and function of municipal and urban development plans are studied, underlining the importance of incorporating natural risk maps and adequately addressing sectoral provisions. Likewise, municipal emergency plans are addressed, regarding their framework within the civil protection system and the elements they must integrate. The article highlights the need for coherence between urban, sectoral, and civil protection planning, emphasizing inter-administrative coordination as an indispensable condition for comprehensive risk management. Finally, the potential of artificial intelligence in this field is noted
