Abstract
This article analyzes the public response to emergencies, focusing on the importance of organizational and jurisdictional aspects within a multilevel governance system. Considering the experiences managing major disasters in Spain in recent years, which have highlighted the shortcomings of the current model, a synthesis of the legal-jurisdictional framework is provided. On this basis, special attention is paid to the powers of mayors in situations of necessity, as recognized by local legislation, and their articulation within the jurisdictional framework of the National Civil Protection System, in accordance with the principles of subsidiarity, solidarity, cooperation, and inter-administrative coordination.
