This article analyses private forest ownership from the perspective of its social function, highlighting that uncertainty over ownership and extreme fragmentation constitute the main structural obstacles to sustainable management and fire prevention. In the face of this challenge, coordination between the Cadastre and the Property Registry through georeferenced graphical representation is indispensable to provide estates with “parcel certainty”. This legal security allows the Administration to identify responsible parties, carry out the subsidiary execution of preventive work, and promote forest associations or the creation of management boards in jointly owned forests (montes de socios). Therefore, this technical basis is essential to legitimize direct administrative intervention, facilitating the subsidiary execution of prevention measures and ensuring the effectiveness of land-use limitations imposed after a fire to prevent urban speculation.
