Local authorities play a limited role in combating forest fires. Whether due to the severity of many such fires or the limited capabilities and resources of most local authorities, responsibility in this regard is devolved to the regional government and, in the most serious cases, to central government. Nevertheless, local authorities must necessarily be granted powers in this area, as stipulated by local government legislation. These powers are set out in forestry legislation or, above all, in civil protection legislation for emergencies. In both cases, the basic power assigned to local authorities is that of planning, which gives rise to a multitude of planning instruments that are not always easy to integrate and which, on the contrary, can lead to problems and contradictions in their application.
