Abstract
For many years, administrative impartiality was associated solely with the activity of the Administration and was considered essentially synonymous with the duty of equal treatment. However, administrative impartiality is not merely a procedural rule or a criterion for administrative action, but rather the general principle governing the Administration as a whole: from staff recruitment to the definition of areas of responsibility, including the relationship between administrative bodies and units, and the very manner in which the public service is exercised.
