Las instituciones locales en tiempo de crisis: reforma institucional y gestión de recursos humanos en los Gobiernos locales

Abstract

This article analyzes the impact of the economic crisis on local governments. In this context, the article pays attention to institutional reforms and the human resources management of local governments. Therefore, the purpose of this study is to examine the endogenous effects of the economic crisis on the local level of governance. First, the article studies the type of economic crisis that affects Spain and its institutions. Second, the article explores several responses that have been launched in Europe in order to fight the economic crisis. Third, the article specifies the effects of the economic crisis on Spanish local governments. Finally, the article includes a general evaluation of the catalogue of measures available to local governments in order to fight the economic crisis from the standpoint of institutional reforms and human resources. Therefore, the final aim of this article is to launch institutional reforms of local governments as a mean to overcome the economic crisis and improve public services in benefit of citizens.
