Abstract

The provincial leadership will bring new challenges which require specific skills and the ability to influence and mobilize other entities as a result of the governance of online communities. The implementation of cooperation policies needs a management model that should be the management of public policies with the systematic implementation of its various phases Provincial specialization required, in turn, a type of staff and management of human resources capable of responding to the needs demanded by the municipalities and in accordance with the principle of cooperative action. The latter is an advanced management of people working in provincial organizations.
This article identifies some of the guidelines in the form of recommendations, which are accurate and necessary for this development. Finally, it indicates the positioning that the councils should exercise in the local system as for human resources.
