In the field of public external flexibility has to subordinate the right to security of tenure in the civil service status, but there is a real possibility of numerical templates adapted through an appropriate use of figures of planning, a proper management of the temporary appointment and the possibilities for an orderly political recruitment and outsourcing of activities. In the field of internal flexibility is huge the way for the adoption of efficiency measures designed to facilitate human resource management functional, to enable a rational use of existing workload, to facilitate the internal distribution of priority areas towards priority areas and effective to enhance the productivity of public resources. The legal system allows for the adoption of these measures that oppose only the lack of technical capacity of local structures and an archaic system of labor relations that eventually petrify the conditions of employment.
