The current deep crisis has shown the necessity to review and rationalize costs, processes, management and the structure of public affairs including local entities. Every day, opinions are launched to encourage the review of current local authorities model and the number of cities, towns and villages that nowadays exist. With this aim, this article carries out a comparative analysis taking into account the following countries: Greece, France, Portugal and Finland. Then, the article analyzes the current reality of Catalonia. This article defends the no abolition of cities, towns or villages and the creation of “Administrative Basic Areas” based on subsidiarity, mobility and accessibility criteria. These structures would be possible through the union of small local entities in a specific geographical area like the “Territorial Basic Areas” established in Law 1/1995 PTGC.
