Abstract

The aim of this article is to defend a significant institutional innovation: the establishment and spreading of a professional senior civil service in local governments which are suffering the consequences both of the effects of the economic crisis and their deficient structural features. First, the article describes the institutional precedents of this institution. Second, it develops a theoretical framework that pursues the establishment of the senior civil service specially taking into account its professional profile, which is the fundament of its institutional growth and learning process.
