La definición del consorcio local como entidad local en la legislación autonómica

Abstract

This paper analyzes the figure of the local consortium in the Spanish legal system, not necessarily defined as a local entity. The lack of definition of the local consortium as a local entity in the Law 7/85 has placed this figure at a level of legal uncertainty, which, although it has had its own advantages, has also created many problems. In this study, we try to provide criteria to determine the legal nature of the local consortium, and defends the possibility that the regional law maker defines the local consortium as a local entity, as it has been done in Galicia, the Balearic Islands and, more recently, Andalusia.
