Las medidas de racionalización de plantillas en el empleo público local y en un contexto de contención fiscal

Despite the fact that Local Entities should adequate their staff to the principles of rationality, economy and efficiency according to local legislation, the current economic crisis requests the reinforcement of these principles which, in most cases, seemed to be forgotten. Consequently, most of these entities should make a difficult readjustment; especially those that have an oversized staff or that have seen diminished their economic resources. In light of this situation, this article analyzes several measures that allow restraint and rationality in the field of staff expenses. There exists a set of measures oriented to make more flexible staff’s management and to obtain optimal and rational outcomes in the field of the existent workload within the organization. However, the possibilities to carry out this readjustment vary depending on the nature of the contractual relationship (civil servant-public or labor-private) between the employee and the Administration.
