Reformas en la legislación de régimen local en Alemania en el contexto de la crisis económica

Abstract

The financial and economic international crisis has influenced in the level of Government and local Administration in Germany. As a consequence, relevant reforms in the territorial local structure have taken place in some Länder. Of special significance it has been the process that has been carried out in the Land de Mecklenburg- Vorpommern. There, the legislation that has made up the reform has been judged –in two occasions– by the Land Constitutional Court. Likewise the impact of the crisis is analyzed on the attribution of local competences and his exercise, especially on the application of the principle of connection. Finally, a reference to the influence of the current economic situation on the exercise of the business activity of the German municipalities is also included.
