Los planes estratégicos provinciales de segunda generación: la singularidad de las estrategias provinciales

Abstract

In this article I identify the important role and the possibilities of intermediate local governments (diputaciones) to strengthen local governments and good local governance and, therefore, to make proximity democracy and the civic compromise of citizens stronger. Moreover, I point out the characteristics and the advantages of the second-generation strategic project with the aim that diputaciones could achieve great success in that field. All this analysis is carried out without forgetting that we are immerse in difficult times where city councils are in trouble and the existence of the diputaciones is being questioned.
