With force the current economic and fiscal crisis is bringing in a number of countries something on the political agenda which has been mostly already discussed before for years: the efficiency as well as the effectiveness and the democratic quality of policy making of local government. As these issues are not new in the political debate in most countries one should on the one hand not too agitated about the emphasis given to them at the moment. However, on the other hand the current economic and fiscal crisis should be recognized as a ‘window of opportunity’ for those who are interesting in a change of policy making at the local level. Nevertheless, it has to be underlined that in most European countries the reform debates stimulated by the current economic and fiscal crisis have not reached some solutions. Instead, they are still going on.
