Abstract


Basic Law on Local Administration of 1985 establishes a theoretical well-founded model of local public services delivery. However, the economic and financial crisis and its impact on local budgets (public debt goes up) and the constitutional amendment in 2011 which introduced the principle of budget stability applicable to local administration, shall oblige to rethink local public services catalogue and, probably, to reduce it. This could be avoided only in the case that we decide to raise taxes, improve the efficiency and efficacy of tax law or launch a deep reform of the local financial system.
