Abstract

This article analyzes the Government’s legislative draft regarding the reform of local administration. This text is embedded in the severe and persistent economic crisis. Despite of the strong demands due to the crisis and the absolute majority in the Parliament of the party that governs Spain, it is probably that the traditional resistance to reform local governments could not be overcome. Certainly, this legislative draft rethinks local administration in the light of redesigning local competences but its financial measures are alien or even incongruent with the autonomy of local governments
