Abstract

The study analyses the lack of criteria on the institutional role that corresponds to provincial councils in a multipleprovince Local Government such as Andalusia. To this end, this article studies the Statute of Autonomy of 1981 that duly incorporated the principles defended in the report of the Committee of Experts on autonomy. However, these principles have been ignored by the regional legislature. Thus, the Statute of Autonomy of 2007 did not incorporate significant new features and only it was an attempt to adapt the statutory text to the present regulations and institutions. However, the passing of the Law 5/2010, of June 11th, of local autonomy of Andalusia, reveals an effort to revitalize provincial councils which could perhaps imply a change with regard to past trends.
