Abstract

In the present context of economic recession, Administrations are obliged to rationalize the payment of their workers with the aim of resolving their financial troubles and treasury tensions. This obligation is very demanding for Local Administration and, specially, for the smallest municipalities. Taking into account these circumstances, the labour reform of 2012 has dismissed the old precautions in applying legal measures to business restructuring and has conceived them as an adequate instrument for solving the difficulties derived from the excess of personnel in Public Administrations. Therefore, the aim of the reform is to obtain a substantial reduction of the number of workers in the public sector
