Los códigos de ética y cumplimientos normativos en las empresas públicas locales (notas sobre su procedencia y exigibilidad)

Abstract

Ethical, conduct and good governance codes establish ethical and deontological norms that rule over the actions of the Administration, public enterprises and the conduct of authorities and employees when they are on duty. Their compliance prevents bad practices or corruption –in some cases criminal in nature– and also bolsters transparency and the values of efficiency, compliance with the law and persons, dignity or solidarity, among others. All these values pursue the strengthening of public morality which its absence is the germen of the current economic and financial crisis. International organizations have launched directives in this regard such as the initiatives of the Conference of European Ministers Responsible for Local and Regional Government and the endorsement of good governance codes in the local sphere.
