Abstract

The Governmental Draft Bill about rationalization and sustainability of the Local Administration (ALRSAL, draft version 24th May 2013) includes several measures regarding the public employment among others related to the amendment of the basic legislation of local law. This article analyzes these measures and concludes that –with some exceptions– this Governmental Draft is a missed opportunity from the standpoint of equal opportunities, merit and capability
