Un cambio de rumbo en las políticas de suelo y urbanísticas: la mudanza del urbanismo expansivo y el redescubrimiento de la ciudad consolidada

Abstract

Public authorities have approached the exhaustion of the urban model and the construction of new housing
which have been present in our territory for more than one decade as an opportunity. They have replaced the
exploitation of new soils for the restructuration of the already urbanized and build with the goal of improving
the consolidated urban soil. At the same time, they have resolutely promote the restructuring or conversion of
the construction sector which was very dynamic in the past.
The interventions in the urban environment are going to be the paradigm of the urban model of the twenty-first century pursuant the European demands in the field of the sustainable urban development. This change has been occurred in a short period of time through successive statutes until the enactment of Law 8/2013,
of 26 June 2013, regarding urban rehabilitation, regeneration and renovation. This statute has established a
legal framework for interventions in the existing city and has reviewed all the legislation in this field. Notably,
is remarkable the far-reaching reform regarding the legal framework of the soil which should be deepened by
the Autonomous Communities legislation. At the end, we are talking about a new way of doing urbanism.
