Competencias propias y servicios mínimos obligatorios de los municipios en la reciente reforma del régimen local básico

Abstract

The recent Law on rationalization and sustainability of local administration has implied a significant reform of basic state local law on matters such as competences and services to be provided by municipalities. This article analyzes these changes firstly in the systematization, classification and content of proper competences of the municipalities, secondly, in the regime of the minimum municipal services of an obligatory nature and the coordination and possible attribution of them to the intermediate local governments (diputaciones), and, thirdly and finally, in the relationship between the basic state law and the law of the Autonomous Communities. The article deals with some questions that the new framework arises and with the global significance of the reform.
