Abstract

The enactment of Law 27/2013, of 27 of December, on rationalization and sustainability of Local Administration, signifies a new paradigm for local law. This new paradigm is based on budget and financial rationalization of local entities even at the cost of losing autonomy. In particular, this article analyzes the competences and the institutional role of intermediate local governments (diputaciones) in this new framework. The article provides a critical appraisal of the challenges and capabilities that the new paradigm implies for intermediate local governments and its relationship with the municipalities within its territory
