La planta local a pequeña escala: municipios y entidades locales menores

Abstract

This article pursues to describe briefly and systematically the new developments of Law 27/2013, of 27 of December, on rationalization and sustainability of Local Administration, regarding the creation, elimination and merger of municipalities and the regulation of small local entities. Moreover, the article offers a critical assessment of the law from the standpoint of both the system of distribution of competences between the State and the Autonomous Communities in local law and the quality of the law and its reasonableness. Basically, the latter is addressed taking into account the compliance with the principles of modern local law.
