Jornada y tiempo de trabajo del personal laboral al servicio de las Administraciones locales: hacia una gestión flexible

Abstract

On the pretext of low productivity, one of the lines of the reform bolstered by the legislator in the recent years has been the intensification and adjustment at the same time of public employees’ working hours. Under these normative premises and taking into account the obstacles to finance the current expenses and provide services of general interests, Public Administrations (specially the local ones) have been taken several measures regarding the rationalization of working hours of their personnel. The aim of these measures is to better adapt to the new economic circumstances and the obligation to comply with the principles of budget stability and financial sustainability.
