Los efectos colaterales de la reforma local: la incertidumbre sobre los centros asociados de la UNED

Abstract

This article analyzes a specific component of the Law on rationality and sustainability of Local Administration. In particular, it tries to study whether UNED’s associated centers fit in the new scheme. Until now, these centers were a sort of interadministrative cooperation institution which has allowed an on-site activity of the University. The application of the Law on rationalization and sustainability of Local Administration is conditioned, on the one hand, by its norms and specific clauses, and in the other, by a set of State and Autonomous Community measures. All of these facts are interfering with the real application of the Law and it will be impossible to move forward until the reformulation of the financial system of all Publics Administrations.
