Abstract

The Law 27/2013, of 27 December, on rationalization and sustainability of the local government, has introduced new measures regarding the regulation of local civil officials: first, a new realignment of their sources of law; second, a new definition of the publicpowers reserved to them; third, a particular delimitation between local civil officials and labour personnel within the local government; fourth, a new legal regime for the local civil officials habilitated by the central government with the elimination of the option provided in 2007 by the Basic State Law of the Public Employment; and fifth, inter alia, a quantitative and functional limitation of the temporary personnel of local governments.
