Abstract

Since their recognition by European Union Law, the general principles on public contracts have a decisive function regarding the compliance of the rules on the different public contractual categories. Among these categories, the low-value contract is an instrument used by most of the small municipalities because of its low-value and quick procedure. Notwithstanding this fact, transparency which is regulated both in the specific rule and the contractual relationship, must be respected in the context of low-value contracts because it immediately connects with the principle of the good administration which is understood as an ethical behavior and as a right of the citizens.
