Governance and participation: the smart cities build fellow citizens?

Abstract

Since the last decade, the concept of “smart city” has been expanding thanks to the news technologies. The “smart city” –based on efficacy and efficiency criteria and enhancing the cooperation between the public and private spheres– offers to the citizens services better adapted to their necessities and bolsters their participation. In the context of the current trend to challenge the legitimacy and efficiency of the public management, the article warns about the consequences of developing this new model without a thoughtful approach which should include the general interest, public governance and citizenship.
