Twenty years of the Expropriation Commission of Catalonia: balance and perspectives

Abstract

Nearly twenty years have elapsed since the creation of the Expropriation Commission of Catalonia by Catalan Law 6/1995, of 28 June. This article analyses the legal framework and evolution of this regional body, which was created to set fair prices for expropriations carried out by the public administrations in Catalonia. This work takes a critical look of the most important aspects of how the Expropriation Commission of Catalonia is regulated (legal nature, functions, territorial structure, composition, organisation and functioning and legal procedure) and concludes with an overall evaluation and appraisal of the evolution of this body and the changes that it has undergone since its creation. The work ends with some proposals of lege ferenda that may lead to new perspectives regarding this body
