The comprehensive impact assessment, transparency and the communication in the context of public services

The projects on infrastructures, public equipment and services generate many impacts (social, environmental, cultural, etc.) which should be considered in the assessment and the policymaking processes. This new view towards a long term sustainability and development, understood from the budgetary, financial, social and economic development perspectives, it will be only possible through an accurate assessment and a strict control of public contracts. The evaluation of the impacts generated by these contracts should be done correctly with the aim of carrying out a reasonable analysis which subsequently will allow to take the corresponding decision. The promotion and development of public services, either with or without a related infrastructure, require a global analysis of the above mentioned impacts to emphasize both the financial profitability and the other internal and external impacts. The main goal of this procedure is to generate added value and a stronger involvement of citizens in the use of public funds.
