Abstract

The aim of this article is to analyse the sanctioning powers of local entities on good citizenship and coexistence. The article explores the possibility of imposing sanctions that limit rights and are educational in nature (non pecuniary), instead of imposing a fine, the traditional and classical administrative sanction. Specifically, the article will refer to the sanction consisting on ordering community services. This issue is particularly relevant when offenders are minors. This is a topical question because municipalities regulate rights and duties and establish sanction frameworks, specially in recent years, through the so-called municipal regulations on good citizenship and coexistence.
