Abstract

This article analyzes the transformations on the environmental competences of local entities after the Law 27/2013, of 27 December, on rationalization and sustainability of local administration (LRSAL). These transformations tried to eliminate or avoid duplicities (to pursue the principle of “one administration one competence”) and to achieve the always difficult financial sustainability.


After this analysis, I conclude that the clarification of competences has not been accomplished. To the contrary, as the article shows, currently there are many doubts and uncertainties about the competences of municipalities and provinces over environmental policies.
