Municipal waste management in the context of the extended producer responsibility

Abstract

The current legal framework on waste implies new obligations for local entities which must adapt and amend the content of local laws to, first, Law 22/2011, of 28 July, on waste and contaminated soils (or, if it is the case, to regional laws), and, second, to royal decrees that regulate the “extended producer responsibility” which, when they were implemented, will include all “domestic waste” such as electronic devices, bottles, cells and batteries, etc. In this regard, it is likely that local entities will participate in the management of this kind of waste through agreements with the individual or collective systems chosen by producers for managing the waste and complying with their obligations in this field.
