The strategy before the risk of climate change. From the Kyoto Protocol to the Paris Agreement

Abstract
Climate change shows the planetary effects of human action multiplied by technology and a global risk which requires an international strategy. The Kyoto Protocol pursued to reduce that risk, whereas the Paris Agreement of 2015 had a more realistic objective: humanity must life with this risk because technology is unstoppable, but limits to that risk must be established. The tools of the Paris Agreement deal with the scope of the allowed risk.
