Powers and obligations of local entities to fight water pollution. Especial reference to waste management

Abstract
Local entities lack real management powers over public waters, but they have an active role in this area as water concessionaires and when they provide water services (supply, sanitation and purification of residual waters). Thus, local entities play a determinant role in relation to the adequate management and preservation of water quality and they have relevant obligations in the field of waste management. This article focuses on the powers of local entities over the prevention of water pollution and, particularly, over the analysis of the local action on waste and the powers on indirect and direct waste on public waters.
