Contract preparation and award: the most relevant changes in Law 9/2017

Abstract

The new Law 9/2017, of 8 November, on Public Procurement, introduces some new rules regarding the contracting procedure. Inter alia, the most relevant ones are the enhancement of strategic sourcing and the promotion, with caution, of the use of secondary labels. It also establishes preliminary market consultations and the award criteria based on the cycle life costs. Moreover, Law 9/2017 introduces the open and simplify procedure and the so-called procedure of association for innovation.
