Electronic procurement and transparency: foundations for open public contracts

Abstract

Law 9/2017, of 8 November, of Public Contracts, has strengthened electronic procurement and transparency in the field of public procurement. This article shows the new tools introduced and their impact on open contracting. The article argues that Law 9/2017 establishes the main foundations for introducing openness in public contracts and also gives the opportunity to contracting authorities to innovate in this regard.
