New challenges for transparency

Abstract

This article carries out an empirical and critical assessment about the factors that weight in the right to access of information. Therefore, the article addresses the normative quality of the State Law on Transparency and its real social impact; the administrative attitude before the challenge of transparency and the level of compliance of the legislation; and, finally, the role of both the administrative independent bodies in charge of controlling the public administration on transparency legislation and the courts of justice.
