Abstract

The services regarding waste management, for instance the its collecting and treatment, are one of the key municipal competences. Not only because of the budgetary dimension, but also because of the public service perceived by citizens. On the one hand, local administrations should comply with all the legal obligations in this field. On the other, we should not forget that the main objective is to provide the best service for citizens, together with the best use possible of public funds. Therefore, it is mandatory that the use of public funds is based on the criteria of efficiency and efficacy. There is not a unique solution for all the municipalities. However, with the aim of looking for efficiency in the municipal waste management, the article will analyze the competences and obligations of local entities in this field. Moreover, the article will provide examples of mechanism and tools available for achieving the goal of efficiency and, with his aim, it will explore municipal ordinances and the terms of references of public services contracts.
