Bidding base budget, estimated value and price: some problematic questions

Abstract

The article studies, from a practical perspective, some of the main problematic issues involved in the economic assessment of public sector contracts. Thus, in the first place, the market price is analyzed in its baseline sense of the monetary value of the contract, as well as the obligation to breakdown of the bidding base budget. Next, the consideration of labor costs is addressed, with special emphasis on the relevance of collective agreements in this area. Thirdly, the pricing for quality objectives is studied. And finally, the article analyses other possible costs that are usually included by the contracting bodies as attributable to the contractor
