							Abstract
						
						The health and social crisis caused by the COVID-19 has shown that the Spanish municipalities, even without competences or sufficient financial resources, constitute the key actor for attending and covering the demands and needs of neighbors and groups at risk of social exclusion. This emphasizes the need for strengthening the autonomy and the level of competences of municipalities and the importance of a deeper study on the role to be played by municipalities (particularly the cities) in new approaches to public intervention in society.
