Local law in times of alarm. A legal analysis of the effects of Covid-19 on local entities

Abstract

This article addresses local law facing the Covid-19 pandemic. It analyzes the circumstances of the state of alarm, its characteristics and criticism. The article describes the regulation approved during the state of alarm and its consequences and effects for local entities and the period of de-escalation.
