The management of the European recovery funds as a challenge for the Spanish public administrations: an urgent analysis of the current reforms

Abstract

The pandemic generated by the COVID-19 virus has led to an economic crisis whose impact is yet to be determined. In this context, the European Union has launched an ambitious, multimillionaire economic recovery plan. Spain is preparing its institutional and management structures to absorb these funds, but not without difficulties. The first measures have already been adopted with the enactment of Royal Decree-Law 36/2020, of 30 December. This article analyzes and questions the main elements of that legislation. The Autonomous Communities, the local governments and private players are beginning to approve their own projects in line with the objectives of the Next Generation Fund.
